Public Notice for City of Tulare Proposed 2024 Annual Action Plan

The City of Tulare receives federal Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). The primary purpose of the CDBG program is the development of viable urban communities, providing decent housing, a sustainable living environment, and expanding economic opportunities of persons of low and moderate-income. The 2024 Annual Action Plan (AAP) sets the projects and the corresponding funding levels for activities that begin on or after July 1, 2024, through June 30, 2025. All proposed activities must meet CDBG Program eligibility standards and the City’s 2020-2024 Consolidated Plan.

Proposed 2024 Action Plan: The City estimates that $1,020,000 is available for 2024 CDBG projects and activities, which may vary based on the actual amount of the 2024 allocation and outcomes of the 2023 program year. The City will commit their annual allocation of about $721,914, approximately $5,000 in available CDBG program income, and an estimated $300,000 in CDBG funds remaining from the current program year. The proposed projects and funding levels consist of about $90,000 for homeless services, $600,000 for public infrastructure and facility improvements, $200,000 for affordable housing preservation, and $130,000 for CDBG Program administration, planning, and fair housing efforts.

Public Review and Comment: The City is requesting input from the public on the proposed projects and funding distribution under the 2024 AAP. A 30-day public review and comment period will begin on April 2, 2024, and conclude on Tuesday, May 7, 2024. Public Meeting and Hearings: The City will hold two public meetings that are open to residents and other stakeholders to learn and comment on the proposed 2023 Annual Action Plan. These public meetings will occur on Wednesday, April 10, 2024 and on Wednesday, April 24^th at the Tulare City Library Charter Room and begin at 5:15 PM PST. Tulare Public Library’s Charter Room is located at 475 North M Street in Tulare, CA 93274. The City Council will hold a public hearing on Tuesday, May 7, 2024 to receive comments on the proposed 2024 Action Plan prior to formal adoption. The public hearing will begin at 7:00 pm PST in the Tulare City Council Chambers located at 491 North M Street in Tulare, CA 93274.
