The California Political Reform Act (California Government Code § 81000-91014) was passed in 1974 with the purpose to serve as the legal foundation for governmental ethics in California. The agency tasked with the impartial and effective administration of the Act is the Fair Political Practices Commission (FPPC).

The Act requires cities to adopt and implement a Conflict of Interest Code. This Conflict of Interest Code includes a list of designated employees who are required to file a Statement of Economic Interests  with the agency. These designated employees are in addition to those required to file a Statement of Economic Interests (Form 700) pursuant to California Government Code § 87200 which include elected officials, city managers, city attorneys, finance directors, members of planning commissions, and candidates for elected positions.

Following is a list of the City of Tulare's officials whose original Statements of Economic Interests filed pursuant to Government Code § 87200 are forwarded to the FPPC each year.

Statements of Economic Interests are public record; therefore, the statements may be released to the public upon request. Requests for public records are accepted by the City Clerk's Office. Some Statements are filed electronically with the FPPC and are viewable on the FPPC website.
