Our Building Division is responsible for reviewing permit applications for compliance with all applicable state and local building codes and regulations to protect life and property. These include building, electrical, mechanical, plumbing, Accessibility requirements, and energy efficiency codes and standards.

  

To apply for a permit or submit building plans:

1) submit in-person between the hours of 9am and 4pm. If submitting in person, hard copies of all plans and supplementary documentation must be delivered to the Building Division located at Tulare City Hall, 411 E. Kern Avenue, Tulare, CA 93274.  (Additionally, a PDF copy of the plans and all supplementary documentation can also be submitted in an USB Drive)

Plan Review Types:
Residential Master Plans Review
Residential Building Plan Review
Residential and Non-Residential Electrical Vehicle Charging Station (EVCS) Plan review
Residential Solar Photovoltaic (PV) Plan Review
Commercial Building Plan review

Preparing Plans:
Plans, drawings and specifications may be prepared by a non-licensed person for the following project types only:
     
     Residential
          -Single Family dwellings of wood frame construction, not more than two stories and a basement in height.
          -Multiple dwellings containing not more than four dwelling units of wood frame construction, not more than two stories and a basement in height.
          -Garages or other structures appurtenant to dwellings of wood frame construction, not more than two stories and a basement in height. 

    
     Commercial
          -Non-structural walls or repair work in existing tenant spaces.
          -Minor alterations to plumbing, electrical or mechanical systems.
          -Non-structural store fronts.
          -Proprietary suspended ceilings. 

Please note that the person preparing the plans must be qualified for the design work.  If, in the opinion of the Building Official, the person preparing the plans is not qualified to prepare the plans, then the Building Official may require that a licensed Architect or registered Engineer do the design work.
