The Fire Prevention Bureau conducts fire, and life safety inspections of existing buildings open to the public and performs plan review for safety compliance of all new commercial, industrial, and multi-occupancy structures. The prevention bureau also provides the following additional services to the community: weed abatement, public education, and community wide risk reduction strategies.  A list of independent abatement contractors can be found here.

The Fire Investigation Team investigates all fires for origin and cause determination. Fire Investigators collect evidence, take photographs, interview witnesses, and assist with the prosecution of intentionally set fires.

The division has adopted the 2022 California Fire Code along with the supporting technical codes. In 2023, the Fire Department performed 739 fire and life safety inspections at businesses within the city.  The Department also participates in the site plan review process and about 111 plan checks were completed. This was accomplished by one full time Fire Marshal, one Fire Prevention Inspector and the engine companies. 

The Tulare City Fire Department is responsible for enforcing local, state and federal fire safety laws. The Prevention Bureau achieves this by conducting annual fire & life safety inspections of all existing buildings that are open to the public. The bureau is very involved with the storage and sale of safe & sane fireworks, as well as large public gatherings most notably the World Ag Expo. The Prevention Bureau also performs plan reviews for safety compliance of all new commercial, industrial and multi-residential structures. The plan review consists of checking plans for fire safety features such as: fire sprinkler, and fire alarm plans.
