The City of Tulare is an entitlement jurisdiction that receives a grant allocation from the Housing and Urban Development Department on an annual basis. The City must use CDBG Program funds to develop viable urban communities through activities and projects that provide decent housing, a suitable living environment, and/or expand economic opportunities. The projects, programs, and/or public services implemented by local jurisdictions must meet one of the following three National Objectives: 1) benefit low/moderate-income (LMI) persons; 2) prevent or eliminate slums and blight; or 3) meets an urgent need.

Resident's participation is essential in shaping the initiatives and projects that will define our community's future. Below you will find the Proposed 2024 Annual Action Plan which encapsulates the proposed projects and corresponding funding levels for activities that begin on or after July1, 2024 through June 30, 2025. All proposed activities must meet CDBG Program eligibility standards and the City's 2020-2024 Consolidated plan.

City Staff invite you to explore the proposed 2024 Annual Action Plan, share your thoughts, and join us at the public meeting being held the following dates.

  • Wednesday, April 24, 2024 at 5:15pm-6pm - Library Charter Room - 475 North M Street in Tulare, CA 93274

The City Council will hold a public hearing on Tuesday, May 7, 2024 to receive comments on the proposed 2024 Action Plan prior to formal adoption. The public hearing will begin at 7:00 pm PST in the Tulare City Council Chambers located at 491 North M Street in Tulare, CA 93274.
