Pay Utility Bill OnlineThe City of Tulare services include water, sewer and garbage, recycling and green waste collection.  The current service rates are as follows:

The utility billing phone number, 559-684-4260, is staffed from 8:00 AM to 5:00 PM, Monday through Friday. Walk-in service is available between 8:00 AM to 5:00 PM, Monday through Friday at 411 E Kern Ave. Closed on City Holidays.

Billing Period

Utility billing occurs once a month for a one month period. Bills are mailed out on the 1st of every month and due every 20th (if the 20th falls on a weekend or City holiday it is due the next business day).

Mail must be received by the due date, postmarks are not accepted as proof of on-time payment.

Utility bills can also be paid at City Hall. You can pay bills in person at the cashier's window or drop your payment in the payment box located to the right of the cashier window at City Hall. The cashiers can accept payments in cash, check, or credit card. You can also drop your payment into the drop box located behind City Hall. Please do not put cash in any of the drop boxes. Payments received in the drop box are given same day credit if received before 5:00 PM.

Please note that when moving within the City of Tulare a new utility account number is assigned. That means that any internet payment made for the new address will have a different utility account number.

There are several ways to pay your bill for your convenience:

Online or Phone Utility Bill Payment

You can pay by phone or online with your credit or debit card without fees.

Automatic Bill Payment

The City of Tulare offers both a recurring ACH and Credit Card payment option. ACH payments are when funds are paid for out of a checking/savings account. When signing up for these services, your payment will be charged a couple days prior to due date for the amount owed to ensure funds are received by due date.

Enroll for either of these services:

  • Call 559-684-4260, Monday - Friday 8AM-5PM
  • Visit the Utility Billing window at 411 E Kern Ave. to enroll for ACH, credit card option on the website only. 

 

To Start Utility Services:

New residents may fill out a Utility Service Application, sign & return to City Hall, located at 411 E Kern Ave.

Owners: You will be required to show a picture ID and provide proof of ownership (Escrow documents, tax bill, etc.). A $5.00 Signup Fee is charged and can be included on the first month's bill.

Renters: You will be required to show a picture ID and provide a signed rental or lease agreement. A $5.00 Signup Fee is charged and can be included on the first month's bill.

To Stop Utility Services:

A signature is required to discontinue services. You may come to City Hall to accomplish this or mail or fax a written and signed request. You can also use the Utility Service Application to turn off or discontinue services. The Utility Billing fax number is 559-685-2366.

If a written and signed request to discontinue billing in your name is not received, you will be responsible for all charges incurred.
